When the Fee Is Charged
This fee is a required step in SMU's Post-Completion OPT process and must be paid online through the ISSS e-Store. The payment receipt is one of the required documents for the application — the official document checklist explicitly includes:

You therefore need to pay the fee and keep the receipt before submitting the Post-Completion I-20 request and filing the I-765 with USCIS.
